Florida coatings permits run on two parallel approval systems, and contractors who mix them up lose days at the plans desk. Miami-Dade and Broward Counties sit inside the High Velocity Hurricane Zone (HVHZ), where every roof assembly needs a current Miami-Dade Notice of Acceptance (NOA). The other 65 Florida counties operate under the statewide Florida Product Approval system administered through floridabuilding.org. Same building code, two different paperwork tracks, and a permit reviewer will reject a package that cites the wrong one.

What goes in the permit package

For HVHZ work, the inspector wants three things in writing: the NOA cover sheet showing the product name and expiration date, the application detail sheet matching your substrate, and the manufacturer letter or roofing system summary tying the coating to the deck assembly. Miss the cover sheet and the plan gets bounced back the same day.

The NOA is not the same document as a Florida Product Approval (FL number). They are issued by different bodies, cover different counties, and reference different test protocols. GAF coating systems with current Miami-Dade NOAs

HydroStop PremiumCoat System, NOA 21-0105.10. This is the three-layer liquid-applied membrane (BaseCoat, FlexSeal polyester reinforcement, PremiumCoat finish) that contractors use for HVHZ recoats and new restorations over BUR, modified bitumen, concrete, and aged single-ply. GAF BarrierGuard 800 RM, NOA 23-0327.10. A high-solids silicone system approved for HVHZ recoat work on TPO, EPDM, metal, modified bitumen, and concrete substrates. Silicone holds up better than acrylic under ponding water, which is why it shows up on a lot of South Florida flat-roof recoats. Both NOAs run on multi-year cycles and are renewed by GAF directly with Miami-Dade County. The PDFs linked below this section are the current versions on file with the county. If your inspector requests a different revision number, call us at (305) 204-0494 and we will pull the matching document.

Florida outside HVHZ

If you are pulling a permit in any of the other 65 Florida counties (Palm Beach, Orange, Hillsborough, Lee, Collier, Monroe, and the rest), you are working under the Florida Product Approval system rather than the Miami-Dade NOA. The product approval document is the FL-number sheet on floridabuilding.org, and the submittal logic mirrors the NOA workflow: cover sheet, application detail, manufacturer letter.
